Public Defender

Since the Texas State Legislature passed the Fair Defense Act of 2001 (FDA), greater attention has been given to improving the quality of indigent defense services while also containing costs. The use of public defender systems is increasingly being considered as a strategy to meet these dual objectives. Prior to the FDA, only five Texas counties operated public defender offices serving adult defendants. These included Colorado, Dallas, El Paso, Webb, and Wichita counties. Since the passage of the Act, through state fiscal assistance the number has doubled.

Andrew Jordan was born and raised in Kaufman, Texas. A graduate of Kaufman High School, Andrew earned his BBA from Harding University and later his JD from Texas Tech University School of Law.

After returning from Lubbock, Andrew served as a prosecutor in the Kaufman County District Attorney’s Office before entering private practice. There he formed a partnership with E.M “Bill”. Jordan that lasted until the elder Jordan’s retirement in 2006. Andrew was chosen in November of that year to manage the newly created Kaufman County Public Defender’s Office.

Andrew is a member and past president of the Kaufman County Bar Association and Kaufman Lion’s Club. He is a member of the Kaufman Chamber of Commerce and a charter member of the Kaufman County Young Republicans Club.

On October 13, 2008, the Texas Association of Counties awarded Kaufman County their 2008 Best Practices Award for their public defender program.
